Story
Helmut Schmidt, the freshly ordained Interior Minister of that time, explained 25 years later that the city of Hamburg was not prepared for a catastrophe of that scale. The 1962 flood, which took the city and its inhabitants by surprise, claimed 300 lives and rendered 20,000 homeless. Director Raymond Lee has mixed historical footage with witness accounts in this overwhelming docu-drama.
